Open procurement “Development of the Port of Liepaja Railway infrastructure, 1st phase” has been announced

On June 8 Liepaja Special Economic Zone Authority announced open procurement for the implementation of the project “Development of the Port of Liepaja Railway infrastructure, 1st phase”. During the first phase of the project it is planned to reconstruct railway shunt No. 10 in 9, Sliežu Street, which is in the territory of the Port of Liepaja, as well as to construct the railway track No. 34. Applicants can submit their offers until July 13.
Last meaningful railway insfrastructure projects, with funding from EU Cohesion Fund, government and city council, where implemented in year 2008 and year 2015. In 2010, EU Cohesion Fund project “Access Roads to the Port of Liepaja” was finished, during which new railway access road and Northern Park were constructed, with total lenght of the railway track – 4 719 m. But in 2015 “Latvijas dzelzceļš” SJSC (Latvian Railways) implemented the project concerning automation of the Liepaja station and expanded the Northern Park. Increasing turnover of the Port of Liepaja has pointed out deficiencies in port`s access roads infrastructure, which cause delays in cargo exchange between the railway and the Port of Liepaja.
Uldis Hmielevskis, Deputy CEO of the Liepaja Special Economic Zone points out that this year in cooperation with Liepaja port companies and Latvian Railway management several improvements of work organisation have been done, in order to increase railway carrying capacity in the most active part of the port, where comes in around 80% of railway cargoes – from the station and also from the Northern Park. Changes have been made in maneuver instructions, as well as train composition principles have been reviewed, etc. But in order to achieve significant results, investment in railway infrastructure is needed – for construction of new railway tracks in the territory of the port and for reconstruction of railway switches.
This year will be implemented the first phase of the project, but next phases will be carried out in year 2018. By implementing the project, carrying capacity of the connection of the Liepaja railway station and the port will be increased, which, by constructing additional access road will allow to increase the volume of cargo delivered to the port. At the same time number of times when rail crossing is closed and total duration of it will not be increased.
We would like to remind that the Liepaja Special Economic Zone Authority has submitted the project “Development of Interland Access Roads of the Port of Liepaja” in order to receive funding from the EU Cohesion Fund. This project includes comprehensive development of the interland access roads, including several activities:
construction of railway access roads;
reconstruction of the access motorway;
installation of anti-noise screens next to the motorway access road in Brivostas Street.
