14 july, 2017
From July 10 until July 14, during the work visit in Kazakhstan, Janis Lapins, General Manager of the Liepaja Special Economic Zone and Uldis Hmielevskis, Deputy CEO of the Liepaja Special Economic Zone had a meeting during which cooperation with two unique projects` management was discussed. Both projects are in Kazakhstan, near the border of China – MCPS Khorgos and Special Economic Zone KTZE-Khorgos Gateway. As pointed out by Janis Lapins, General Manager of the Liepaja Special Economic Zone, the main aim of this meeting was to put Liepaja in the transit route from China to Europe.
Janis Lapins, General Manager of the Liepaja Special Economic Zone: “Scope, with what Chinese government and private entrepreneurs have built an entire new city with 700 000 residents shows the power of state, but it is obvious that this project is only in early development stage, especially from the kazakhs side. It means that this is the moment when our entrepreneurs could take part in it.”
From the strategic point of view, MCPS Khorgos and Special Economic Zone KTZE-Khorgos Gateway in the transport industry can be compared with the Suez Canal Construction. Khorgos dry-port is a project in the Kazakhstan, where containers from China railway are reloaded on 1520 mm rail gauge wagons and further sent to Europe. It is a strategic object, which allows to change cargo flow from sea transport to land transport – road transport and railway. Work on multi-line highway from Almaty to Khorgos is also proceeded.
But MCPS Khorgos is a unique territory in China – Kazakhstan border, where from both sides it is possible to arrive without visa. Currently this project is in its development stage and is mostly related to China and Kazakhstan citizens, who travel there for shopping and relaxation. Next year it is planned to build an airport, which would allow business people to arrive easily and to conclude bigger agreements. Currently several dozen hotels, office buildings, supermarkets are in constraction process. First association, which is also approved by kazakh partners – industrial and business Las Vegas.
Uldis Hmielevskis, Deputy CEO of the Liepaja Special Economic Zone: “Kazakhstan seems very far from Latvia, but this country is gate to China – country, which is an important manufacturer and consumer with rapid expansion. We have established strong business contacts with management of SEZ Khorgos Gateway and MCPS Khorgos, as well as with transport and logistics sector entrepreneurs from Kazakhstan. We also have started work on implementation of several logistics projects, where we will invite to join entrepreneurs of Liepaja. ”
It is planned that already in the second part of July entrepreneurs from Kazakhstan will arrive in Liepaja for business meetings.
