Executive Authority
The Liepaja Special Economic Zone Authority is a legal entity, governed by the public law, established by the state and the local government,and is supervised by the Cabinet of Ministers of the Republic of Latvia.
As stipulated by the Law “On the Liepaja Special Economic Zone”, the purpose of the Liepaja Special Economic Zone is to develop and to promote trade, manufacturing, shipping and air traffic, as well as, to increase international exchange of goods via Latvia. The Liepaja Special Economic Zone Authority is exercising all functions, in compliance with the Law “On Ports” with regard to the Port of Liepaja and its territories. The Liepaja Special Economic Zone Authority is a successor of the Liepaja Port Authority rights and obligations. Its aim is to attract investments for the development of manufacturing and infrastructure, and to create new jobs in Liepaja.
The Liepaja Special Economic Zone is managed by the Board of the Liepaja Special Economic Zone, and by the executive body of the Liepaja Special Economic Zone, which is supervised by the Chief Executive Officer of the Liepaja Special Economic Zone. The Board of Liepaja Special Economic Zone is the supreme collective institution for supervision and management of the Liepaja Special Economic Zone.
Functions of Liepaja Special Economic Zone Executive Body:
1.
elaborates the Development Plan of the Liepaja Special Economic Zone in accordance with the Law “On the Liepaja Special Economic Zone”, interests of the government, municipality and the society;
2.
elaborates the financial expenditure budget for the next calendar year and the coming years in compliance with the provisions of the “By – Law of the Liepaja Special Economic Zone Authority”, and, in the event of necessity – adjustments to the prospective financial expenditure budget, which was submitted in the previous year;
3.
organizes research and assessment of the Liepaja Special Economic Zone, spreads information and carries out market research to attract investors;
4.
organizes attraction of investors by their own effort or by entering into agreements with special agencies and commercial companies;
5.
ensures fulfilment of the Liepaja Special Economic Zone Development Plan;
6.
organizes establishment of infrastructure and construction of communications in the territory of the Liepaja Special Economic Zone in accordance with the Development Plan;
7.
participates in the development of infrastructure in the Liepaja Special Economic Zone territory;
8.
provides a range of services to investors in the Liepaja Special Economic Zone, as well as, to the Liepaja Special Economic Zone commercial companies;
9.
fulfils other functions, excluding those, mentioned in Section 10 of the Law “On the Liepaja Special Economic Zone”.
