As the operation of the cargo handling terminals located in the Free Port and Winter Port areas of the port developed, a problem arose that cargo - timber, steel fittings, trailers, etc., are delivered to the port using city streets unsuitable for the movement of heavy cargo transport. The problem was solved by building a new access road to the port (the current Brīvosta Street), thus creating an opportunity for freight traffic to use Tukura, Pulvera and O. Kalpaka Streets, which are suitable for cargo transit, and connected to the port access road, minimizing the load on the city's public transport infrastructure.
The works were carried out by SIA "Ceļu, tiltu buvnieks". The project was completed in 2000.
