In 1998, the depth of the port's fairway had decreased to 7.5 - 8.0 meters, which was insufficient for the port to fully realize the potential of the cargo throughput capacity of the port's terminals, while the project "Reconstruction of the South Pier of the Port of Liepāja" implemented in 1997 ensured the protection of the port's water area from clogging , as a result of which a strategic decision was made to carry out capital dredging of the port's fairway and water area in order to ensure the possibility of handling "HANDYSIZE" type large-tonnage ships in the port of Liepāja.
As part of the project, the port's fairway was deepened to the 11.0 meter mark, while the water area of the port's Freeport district was deepened to 10.5 meters. The works were carried out by the Belgian company "Dredging International N.V.". The project was completed in 1999.
