Project purpose:
Rehabilitation of the historically polluted Karosta Canal, restoration and improvement of the environmental quality of the Liepāja Port and reduction of the impact of pollution on the water quality of the Baltic Sea.
Total cost of the project
EUR 9,600,498.45, including eligible costs - EUR 9,440,491.63, of which EUR 8,024,417.89 was co-financed by the Cohesion Fund of the European Union.
The implementation of the project "Historically Contaminated Area of Liepāja Port's Karosta Channel, Phase I" started on 20 December 2014, when an agreement on implementation of the EU Cohesion Fund project was signed with the Ministry of Environment and Regional Development of the Republic of Latvia. The project was completed on 30 December 2015.
In order to ensure the clean-up of the historically polluted area of the Karosta Channel of the Liepaja Port and thus improve the environmental quality of the City of Liepaja and the Baltic Sea, the following environmental rehabilitation measures were implemented within the project "Clean-up of the historically polluted area of the Karosta Channel of the Liepaja Port, Phase I":
Component “Liepāja Port Karosta Channel Research Pilot Project to Determine the Technology of Lifting Large and Small Artificial Objects”
The purpose of the pilot project is to test the expected methods of removal of man-made pollution in natural conditions in order to get a full picture of the most optimal options for cleaning the entire contaminated area from man-made objects. Within the framework of the component, a part of the Liepāja Karosta water area (area: ~ 10 ha) was cleaned from man-made pollution, while at the same time determining the most suitable man-made pollution liquidation technology. The works were carried out by the company SIA "Jūras vējš", which won the procurement announced by the Liepāja Special Economic Zone Administration. The implementation of the works within the component was completed on January 15, 2015.
Component "Cleaning works of the underwater construction site of the Karosta channel of Liepāja port from small and large man-made objects"
The purpose of the project is to free the bed of the Karosta channel from small and large man-made objects. Within the framework of the component, the bed of the Karosta channel was freed from man-made pollution, thus preparing it for maximum undisturbed removal of contaminated sediments. The underwater construction site with a total area of 68 ha was divided into three large sections of 21, 14 and 33 ha, with separate procurement for each section. The works were carried out by the general company "GTL GT INSPEKT", which won the procurement announced by the Liepāja Special Economic Zone Administration. The implementation of the works within the component was completed on November 6, 2015.
Component "Liepāja port Karosta channel pilot project for cleaning the channel bed from pollution and determining the technology of further work"
The purpose of the pilot project is to test the expected methods of remediation works in natural conditions in order to get a full picture of the optimal possibilities of cleaning the entire contaminated territory from contaminated sediments. Within the framework of the component, part of the Liepāja Karosta water area (area: ~ 12 ha) was cleaned of contaminated sediments (volume: more than 50,000 m3), performing flocculation/dewatering works of the removed sediments, as well as a detailed analysis of the technological process, its impact and ecological aspects. The works were carried out by the association of persons "EKO OSTA RR", which was the amalgamation of the Latvian companies SIA "Eko Osta", SIA "E Daugava" and SIA "Riga Rent", and which won the procurement announced by the Liepāja Special Economic Zone Administration. The implementation of the works within the component was completed on December 29, 2015.
