With the rapidly changing geopolitical situation, market situation and people's habits, there is a growing need for smart, innovative and environmentally friendly solutions. One of the current trends is the plan to build several offshore wind farms in the Baltic Sea. This is justified by international agreements, the Baltic Sea Spatial Plan, which defines the locations of such parks, and the need to increase energy independence.

Several offshore wind farms are planned to be built in the Baltic Sea from 2027 onwards, opening up opportunities for Latvia's major ports to develop their infrastructure by creating a support base for wind farms. The Port of Liepaja is one of the most suitable locations for such infrastructure. A plan has been developed to create a support base for offshore wind energy in the Port of Liepaja, which fully meets eight of the ten conditions and includes within a 100 km radius all wind farms planned in Latvian territorial waters and within a 250 km radius all wind farms planned in the Baltic States.
The Port of Liepaja's Fore-Port Development Concept, which foresees the construction of 39.5 ha of infrastructure in Phase 1. A Technical Solution for the project has been developed, the necessary investments identified, a roadmap and timetable for the implementation of the project developed - such a project would take four years to implement, which is in line with the planned timetables for the construction of offshore wind farms in the region, even allowing for a certain time margin.

The project aims to create a significant support base for the construction of offshore wind farms in the region (Installation port), while providing an area for industry-related manufacturing and an O&M base. The technical design draws on best practice examples from leading industry service ports in Denmark, the Netherlands and Germany. The project will be implemented in 3 phases, according to the market situation and demand. The total project area is 86 ha.
