Digital Transformation of Port Governance through Enhanced Processing and Analysis of Transport and Logistics Data

The objective of the project is to promote the digital transformation of Latvian port governance by improving the processing and analysis of transport and logistics data through the introduction of an integrated, shared and adaptable platform that will ensure:

  • Integrated execution of port functions and cargo logistics processes of companies, as well as the delivery of services within a unified digital environment;
  • Digitalisation of multimodal port cargo data;
  • Real-time data acquisition, processing and sharing;
  • Reduction of administrative burden for platform participants, decreasing paper-based document circulation and environmental impact;
  • Interoperability at both national and cross-border levels;
  • Advancement of the digital development, skills and international competitiveness of platform participants.

Within the framework of the project, a modular platform will be developed to enable unified digital management of port transport as well as land and maritime cargo logistics, including data exchange and service delivery. The platform will support cargo planning, tracking and document processing, and will introduce integrated digital services for port transport and logistics.

The Port Information System will be further developed and adapted to the needs of partner ports and shared use. The project envisages the development of a platform integration gateway and the integration of key information systems of control authorities and third parties, including SKLOIS, KPS, and shared digital solutions such as the Latvian National Federated Cloud, unified authentication and other interoperability tools.

The platform and its services will be implemented by the Freeport of Riga Authority, the Freeport of Ventspils Authority and the Liepāja Special Economic Zone Authority, while ensuring that the platform will also be accessible to other Latvian ports, public institutions and companies.

The implementation of the project will significantly improve the efficiency of operational processes within the Liepāja Special Economic Zone Authority and provide entrepreneurs—such as ship agents, operators, terminal operators and other stakeholders—with the opportunity to complete state formalities, receive port services and access relevant operational information in one unified digital environment.

Project partners include the Liepāja Special Economic Zone Authority, the Freeport of Ventspils Authority, the state-owned company Latvian Railways (VAS “Latvijas dzelzceļš”), the Ministry of Transport, the state-owned company Latvian Maritime Administration, and the State Border Guard. The leading partner of the project is the Freeport of Riga Authority.

The project “Digital Transformation of Port Governance through Enhanced Processing and Analysis of Transport and Logistics Data” is implemented with funding from the European Union Recovery and Resilience Facility. The total cost of the project amounts to EUR 3.24 million, of which EUR 314,035.79 represents the share allocated to the Liepāja Special Economic Zone Authority. This amount is financed through the European Union Recovery and Resilience Facility, including EUR 48,299.93 from the Latvian state budget.

The project implementation period runs until 31 May 2026.
