A New Procurement Procedure to Be Announced for the Reconstruction of Liepaja Port Berth No. 46
Due to changes in the amount of available EU Structural Funds financing, the Liepaja Special Economic Zone (SEZ) Authority has decided to terminate the previously announced procurement procedure for the reconstruction of Port Berth No. 46 to prepare updated technical specifications and launch a new procurement procedure this week. The process will begin with consultations with interested candidates, followed by an invitation for bidders to submit proposals.
The Liepaja Special Economic Zone (hereinafter referred toa as - the SEZ) Authority continues implementation of the project “Reconstruction of Liepaja Port Berth No. 46” (hereinafter referred to as - the Project). The objective of the Project is to reconstruct Berth No. 46 at the Port of Liepaja to ensure safe servicing of ferries in the Port of Liepaja, including ferries used for military mobility purposes. The initial project solution, in accordance with the construction design developed by SIA “CHR Design Solutions”, envisaged reconstruction of the berth together with the installation of shore-side electricity supply and polluted water collection facilities for vessels.
On 9 October 2023, the Liepaja SEZ Authority signed a grant agreement with the European Climate, Infrastructure and Environment Executive Agency (hereinafter referred to as - CINEA) for implementation of the project “Ensuring Safe Mooring of Ro-Ro Ferries at the Port of Liepaja” in the amount of EUR 6,927,015. To implement the project in full scope, it had also been planned to attract EUR 10,662,546 in financing from the EU Cohesion Fund.
In January 2026, during discussions with CINEA, it was established that CEF financing cannot be combined with financing from other EU funds. Therefore, on 22 April 2026, the Board of the Liepaja SEZ Authority decided to terminate the grant agreement, thereby eliminating any risk of double financing related to the implementation of the Project.
On 24 April 2026, the Liepaja SEZ Authority submitted the Project application under Measure 3.3.1.2 “Development of Dual-Use Public Infrastructure in Major Ports” within Specific Objective 3.3.1 “Strengthening Military Mobility – Railways and Ports” of Priority 3.3 of the European Union Cohesion Policy Program for 2021–2027. As a result, the public funding available for the implementation of the Project will not exceed EUR 10,662,546.
Considering the reduction of potentially available public financing for the Project to EUR 10.66 million, the Liepaja SEZ Authority has optimized the scope of the reconstruction of the Berth No. 46 while ensuring that the berth will be capable of servicing two military ferries in compliance with the applicable requirements and criteria for military mobility infrastructure projects necessary to facilitate the adaptation of civilian infrastructure for military needs.
According to the Project application, the reconstruction of Berth No. 46 will include the following activities:
- Reconstruction of the berth, including the necessary dredging and reinforcement works of the water area bed on the northern side of the berth;
- Reconstruction of the berth superstructure;
- Construction of three mooring platforms;
- Construction of the transport infrastructure necessary for the operation of the berth;
- Construction of the electricity supply, stormwater drainage and firefighting systems necessary for the operation of the berth, without installation of shore-side electricity supply and polluted water collection facilities for vessels;
- Construction of cargo ramps, including one static and one hydraulic cargo ramp structure.
Based on calculations carried out by the Liepaja SEZ Authority, the total provisional cost of implementing the Project amounts to EUR 18,000,000.00, of which EUR 7,337,454.00 will be co-financed by the Liepaja SEZ Authority.
