Decisions Adopted by the Liepaja SEZ Board on 19 August

The regular meeting of the Liepaja Special Economic Zone (Liepaja SEZ) Board was held on 19 August this year, at which seven decisions were adopted. These concerned conclusion of an investment agreement, pre-emption rights and approval of auction results. The Board also reviewed and decided to conclude an agreement on the implementation of the reconstruction project for Berth No. 46 and supported participation in the project “Science-Based Solutions for Promoting Climate-Resilient Adaptation of the Baltic Sea Coast.” In addition, the Board amended previously adopted decisions concerning security services and digitalization processes for data processing and analysis.

Investments by Liepaja SEZ Companies

The Board of the Liepaja Special Economic Zone (Liepaja SEZ) reviewed the investment project of Liepaja SEZ company Caljan LSEZ SIA, “Expansion of the Assembly Department -Development of Infrastructure for the Assembly and Testing of Telescopic Conveyors”, which is planned to be implemented from 24 August to 31 December 2026, with a total investment of EUR 121,500.00. The Board decided to conclude an investment agreement.

Caljan is one of the leading metalworking, engineering and automation companies in Liepaja. It develops and manufactures logistics automation equipment, including telescopic conveyors for loading and unloading cargo, parcels and shipments. The company’s products are exported to customers worldwide, including e-commerce, postal and logistics companies. One of its major customers is Amazon. The company has been operating in Liepaja for twenty years and continues to expand its operations by creating new jobs and increasing turnover and exports.

Pre-emption Rights

The Liepaja SEZ Board decided not to exercise its pre-emption rights in respect of the property at 15 Lazaretes Street, Liepaja, as it is not required for the performance of the core functions of the Liepaja SEZ Authority.

The property consists of nine structures, the largest of which is a former boiler house. A sale and purchase agreement for the property, whose current owner is SIA “LM Sēta”, has been concluded with SIA “Situācijas plāns”. The new owner plans to convert the property into a manufacturing facility to produce compact “Tiny House” homes, expanding the company’s operations in response to growing demand.

Auction Results

The Board of the Liepaja Special Economic Zone reviewed and approved the results of the electronic auction of a property located at 1 Naglu Street, Liepaja, within the future Liepaja Industrial Park.

The property was won at the highest bid by FLESS LSEZ SIA company, whose core business is providing logistics services in the IT sector, including storage, assembly and preparation for further distribution of network equipment.

Reconstruction of Liepaja Port Berth No. 46

The Liepaja SEZ Authority has received an assessment from the Central Finance and Contracting Agency (CFLA) confirming that the application for the project “Reconstruction of Liepaja Port Berth No. 46” meets the conditions for receiving European Union Cohesion Fund financing under Priority 3.3, “Strengthening Military Mobility – Railways and Ports”, of the Cohesion Policy Program for 2021–2027.

The Liepaja SEZ Board reviewed the assessment and decided to conclude an agreement with the CFLA on the implementation of the project “Reconstruction of Liepaja Port Berth No. 46” and the receipt of Cohesion Fund financing.

The project provides for the construction of a new sheet pile wall, berth superstructure and mooring platform, installation of fenders, construction of cargo ramps, capital dredging of the seabed to a depth of 12 meters, as well as the development of the necessary transport and engineering infrastructure.

Liepaja Port Berth No. 46 was constructed between 1972 and 1975 to serve Soviet naval vessels and submarines. It is the only berth in the Port of Liepaja suitable for handling RO-RO/RO-PAX ferries and is an important element in ensuring the movement of military transport and cargo.

During regular ferry operations, the powerful engines used by vessels during berthing and unberthing place significantly greater loads on the berth structures than the vessels operating there in the 1970s and 1980s. As a result, the Liepaja SEZ Authority is continuously dealing with construction defects and overall deterioration of the berth. Despite ongoing repair work, its overall technical condition continues to deteriorate irreversibly.

In 2025, 112,041 vehicles with a total cargo volume of 1.646 million tons and 6,863 sea containers with a total cargo volume of 0.074 million tons were transported via Liepaja Port Berth No. 46.

Participation in the LIFE Project

The Liepaja SEZ Board supported the participation of the Liepaja SEZ Authority as a project partner in the project “Science-Based Solutions for Promoting Climate-Resilient Adaptation of the Baltic Sea Coast”, led by SIA “Latvian Environment, Geology and Meteorology Centre” (LVĢMC). The project application is planned to be submitted under the LIFE 2026 program’s “Climate Change Adaptation” sub-program.

The aim of the project is to assess the spatial development of the coastline based on climate projections and the geological conditions of coastal areas, identify risks in coastal territories, and develop science-based solutions for adapting the Baltic Sea coast to climate change.
