Decisions by the Liepaja SEZ Board on October 18, 2024

On port fees and charges
By analyzing the data of the European Central Bank on the consumer price index in the period from January 2024 to August 2024, it was concluded that the average value of the consumer price index of the Latvian transport sector was 2.30%, which contributes to the increase in costs. Considering that the increase in costs affects all areas related to the operation of the Port of Liepaja, and in order to be able to provide the port services, it is necessary to carry out a solidarity increase in the tariff rates of the port fees, adding the average value of the consumer price index of the Latvian transport industry to the previously determined rates. The SEZ Authority elaborated a project to amend the Port of Liepaja tariffs in order to ensure competitive environment as compared to other Latvian ports. The Liepāja SEZ board reviewed and approved the aforementioned amendments.


Likewise, the Board of Liepaja SEZ reviewed and approved the fees for the use of the common infrastructure facilities of the port and the infrastructure related to the operation of the port for each ton of cargo loaded and/or unloaded at the port, setting an increase of two-euro cents. The planned port fee changes were discussed and agreed with by the management of the Liepaja Port stevedoring companies and will come into effect on January 1, 2025.


On the status of the Liepaja SEZ company
The Liepaja Special Economic Zone Authority filed an application from SIA “BALTU Terminals” company, with a request to be granted the status of a company of the Liepaja Special Economic Zone and to conclude an agreement on conducting commercial activities in the territory of the Liepaja Special Economic Zone. The Liepaja SEZ Board reviewed the submitted documents and decided to grant SIA “BALTU Terminals” the status of a Liepaja SEZ company.


On the implementation of investment projects
The Board of the Liepaja Special Economic Zone reviewed and approved five investment projects of the Liepaja SEZ companies for the total amount of 925 thousand euros: - the Liepaja Special Economic Zone limited liability company "Jensen Metal" is planning to implement two investment projects in the period from October 22, 2024 to December 31, 2025: "Modern technical equipment for a new production building" for the total amount of EUR 410,000.00, and the investment project "Modern technical equipment for a new production building", amounting to 52,000.00 euros; - the company “AE Partner” plans to implement their investment project “Purchase of measuring devices” in the period from October 23, 2024 to February 1, 2025 for the total amount of EUR 8,500.00; - the “Northside Business Park” company plans to implement their investment project “Purchase of two cargo cranes in the production building” for the total amount of EUR 36,300.00 from November 1, 2024 until December 31, 2024; - “BALTU Terminals” company plans to implement their investment project “Purchase of machinery and equipment for the provision of stevedore services”, which is planned to be implemented in the period from November 1, 2024 to March 31, 2025 for the total amount of EUR 418,310.00.

In 2023, the Liepaja SEZ Authority concluded 15 investment agreements with the Liepaja SEZ companies, for the total amount of EUR 5,5 million. By October 2024, the Liepaja SEZ Authority concluded 14 investment agreements with the Liepaja SEZ companies for the total amount of EUR 16,8 million.


Amendments to the right of superficies contracts
The Liepaja SEZ Board reviewed and decided to make amendments to the right of superficies agreement with Liepaja SEZ company “MOLS L”, supplementing the purpose of the agreement with the construction projects: “Construction of a bulk cargo warehouse”, “Construction of railway scales”, with the deadline for the implementation by December 31, 2026.


The Liepaja SEZ Board decided to conclude an agreement with the Liepaja SEZ company “Karosta LP” on making amendments to the previously concluded right of superficies agreement, specifying that all construction projects contained therein shall be implemented by December 31, 2027.
