Decisions of the Board of the Liepāja SEZ – 4 March

On 4 March, a regular meeting of the Board of the Liepāja Special Economic Zone (Liepāja SEZ) Authority took place. During the meeting, the Board reviewed several matters, including tugboat services in the Port of Liepāja, the conclusion of a building rights agreement in the Liepāja Industrial Park, two land plot reservation agreements for building rights, and a matter concerning the disposal of real estate.

 

Tugboat services in the Port of Liepāja

Tugboat services in the Port of Liepāja will continue to be provided by SIA “Towmar Liepājā”. The Board of the Liepāja SEZ Authority reviewed the submitted documentation and decided to conclude an agreement with SIA “Towmar Liepājā” for the provision of tugboat services in the Port of Liepāja.

The decision to conclude an agreement with SIA “Towmar Liepājā” aims to promote competition in the tugboat services market within the Port of Liepāja, ensuring that the provision of such services is entrusted to private sector companies. This approach directly implements the objective set out in Section 18 of the Law on Ports of the Republic of Latvia, namely that commercial activities within a port may be carried out on the basis of a concluded agreement and in compliance with the established minimum requirements. In this legal relationship, the Liepāja SEZ Authority acts solely as a supervisory institution within the framework of public law, overseeing compliance with safety and technical requirements while not engaging in commercial activities in the respective market.

 

Conclusion of a building rights agreement

On 10 November 2025, an agreement on the reservation of building rights was concluded between the Liepāja SEZ Authority and SIA “ZET” for the property located at Brīvības Str. 111A, Liepāja, within the territory of the Liepāja Industrial Park.

In compliance with the conditions of the reservation agreement, the company confirmed its readiness to conclude a building rights agreement in order to implement a construction project for the development of a 5 MW Battery Energy Storage System (BESS), with commissioning planned by 29 March 2027.

After evaluating the submitted documentation, the Board of the Liepāja SEZ Authority decided to conclude a building rights agreement with SIA “ZET” for the property located at Brīvības Street 111A, Liepāja, within the Liepāja Industrial Park territory, granting building rights until 1 March 2056.

 

Consent to the disposal of real estate

The Board of the Liepāja SEZ Authority reviewed the matter concerning the disposal by auction of the real estate located at Sarkanā Str. 13, Liepāja, organised by the owner — the Municipality of Liepāja State City.

As the property is not required for the performance of the core functions of the Liepāja SEZ Authority, the Board decided to grant its consent to the disposal of the property.

 

Reservation of building rights for land plots

The Board of the Liepāja SEZ Authority also reviewed and decided to conclude two agreements for the reservation of building rights for land plots: 

  • An agreement will be concluded with SIA “VIA-S Properties” for a period of two years to initiate the project “Development of a Modular House Manufacturing Plant” within the Liepāja Industrial Park territory on an area of approximately 3.3 hectares.
  • Another agreement will be concluded with SIA “CIS Liepaja” for a period of two years regarding two land plots located within the territory of the Liepāja SEZ.  After merging the plots into one property, a new property with a total area of approximately 31.7 hectares will be created. Within the framework of the project, SIA “CIS Liepaja” plans to develop a green hydrogen production facility using PEM electrolysis technology.
