Decisions of the Liepaja SEZ Board of 25 September

The regular meeting of the Liepaja Special Economic Zone (Liepaja SEZ) Board was held on 25 September, during which decisions were adopted at the conclusion of an investment agreement, the non-exercise of pre-emption rights, and the organization of an auction, as well as amendments to previously adopted decisions. The Liepaja SEZ Board also approved the updated Development Plan of the Liepaja Special Economic Zone for 2018-2035 and the Development Program of the Port of Liepaja for 2023-2027.

Liepaja SEZ Development Plan updated

The Liepaja SEZ Board has approved the updated Development Plan of the Liepaja Special Economic Zone for 2018–2035 and the Development Program of the Port of Liepaja for 2023-2027, adapting them to market changes, the geopolitical situation and new development priorities.

As part of the update, the two planning documents have been consolidated into a single document. Previous development results have been assessed, the statistical database and regulatory framework have been updated, and new development priorities have been incorporated, including renewable and alternative energy projects.

The Plan aims to strengthen Liepaja’s position as an industrial, logistics and energy hub by developing the Fore port area, offshore wind energy projects, NATO naval infrastructure and the Liepaja Industrial Park. The development of green economy projects has also been identified as a priority, including sustainable aviation fuel, hydrogen and CO₂ infrastructure solutions.

The Liepaja SEZ Authority emphasizes that the updated Development Plan is an important prerequisite for the sustainable development of the port, industry and business environment, contributing to attracting investment and creating new jobs in the region.

Liepaja SEZ companies investing in development

The Liepaja Special Economic Zone Board plans to conclude an investment agreement with Liepaja SEZ company Brimer for an investment of EUR 3.36 million in the construction of a new production and administrative building.

The project is scheduled to be implemented from 1 October 2026 to 31 December 2028. The company qualifies as a medium-sized enterprise. The maximum applicable aid intensity for the planned project is 50%.

Brimer Liepaja is a manufacturing company and part of the Norwegian Brimer Group, specializing in the development and manufacture of large-scale fiberglass composite products. The company provides a full range of services, from design and engineering solutions to product manufacturing, transportation and installation.

The Liepaja Special Economic Zone Board also decided to conclude an investment agreement with the company Jensen Metal for the investment project “Purchase of New Production Equipment.” The company plans to invest EUR 133,000 and implement the project from 30 September 2026 to 31 May 2027. The maximum applicable aid intensity for eligible costs is 40%.

Paid services provided by the Port of Liepaja

The Liepaja Special Economic Zone Board has approved a price list for paid services, expanding the range of services available to port companies and other customers. The decision was taken in response to demand from port operators and other market participants, as well as the need to make more efficient use of the infrastructure and technical resources available to the Liepaja SEZ Authority.

Going forward, the Liepaja SEZ Authority will provide multiple paid services that do not constitute the core functions of the port and are not financed through port charges. Customers will have access to hydrographic surveys, post-processing of hydrographic data, the use of specialized boats, treatment of oil-contaminated water and equipment rental.

Service prices have been established based on detailed cost calculations and market analysis, ensuring full cost recovery while maintaining a competitive offering. The new price list will enter into force following its publication on the Liepaja SEZ Authority’s website.

Electricity supply agreement

The Liepaja Special Economic Zone Board has approved the conclusion of an agreement with Enefit Ltd. for the supply of electricity from 1 November 2026 to 30 April 2027.

Two bids were received in the procurement procedure, and the bid submitted by Enefit Ltd., with a tariff of EUR 155.73/MWh, was recognized as the most economically advantageous offer.

The agreement will ensure the supply of electricity for the needs of the Liepaja SEZ Administration, as well as for the business activities of tenants operating in the Port of Liepaja and the Liepaja Industrial Park.

The availability of electricity is an essential prerequisite for the uninterrupted operation and continued development of the port and industrial park.

Repeated auction of the property at 6 Dūmu Street

The Liepaja Special Economic Zone Board has approved the terms of a repeated electronic auction for the property at 6 Dūmu Street, following the previous auction being declared unsuccessful due to an insufficient number of participants.

The property is in the Liepaja Industrial Park and consists of a 46,766 m² land plot and a scrap metal processing complex with a total floor area of 25,181.7 m².

The starting price for the repeated auction remains EUR 480,000, based on the valuation of the property carried out by LATIO Ltd.

The disposal of the property is part of the development strategy for Liepaja Industrial Park, which aims to attract investment and promote the development of the area. The proceeds from the auction are planned to be used for the further development of the industrial park and to cover liabilities related to the disposal process.

Pre-emption rights

The Liepaja Special Economic Zone Board has decided not to exercise its pre-emption rights in respect of a 1.5-hectare land plot at 31A Cukura Street, Liepaja, located within the SEZ territory, as well as in respect of the properties at 6/9 Vecā Ostmala, 1 Fēniksa Street and 23 Jaunā Street, Liepaja.

Having assessed the need for these properties, the Liepaja SEZ Authority concluded that they are not required for the performance of the Authority’s functions. Following completion of the transactions, the new owners plan to use the properties for the implementation of their respective business development projects.
