First Auction Announced for the Sale of an Industrial Building in the Liepāja Industrial Park

As part of the ongoing development of the Liepaja Industrial Park on the site of the former “Liepajas Metalurgs” steel plant, the Liepaja Special Economic Zone (Liepaja SEZ) Authority has announced the first public auction of real estate. This marks the next step in engaging entrepreneurs in the revitalization and transformation of the industrial area, offering the opportunity to acquire manufacturing buildings. The auction will take place from July 29, 2025, to August 28, 2025.

“We initially consolidated all properties within the former “Liepajas Metalurgs” site, developed a detailed local plan, and began the construction of streets and utility infrastructure. The area is gradually being reintegrated into the urban environment, making it accessible to the public and attractive to investors. It already hosts various industrial buildings for which we will be seeking new owners through the auction—owners who will renovate and repurpose these structures in line with the principles of a modern green economy,” said Uldis Hmieļevskis, CEO of the Liepaja SEZ.

Auctioned Property:

  • Address: Brīvības Street 98A, Liepaja
  • Land area: 5,132 m²
  • Existing building: Steam workshop, total area 2,239 m²
  • Starting price: €142,000
  • Bidding increment: €1,420

As noted by the Mayor of Liepaja, Gunārs Ansiņš, at the start of construction work on the Industrial Park:

“By demolishing the old checkpoint building, which once regulated access to the “Liepajas Metalurgs” site, we are symbolically turning a new page in Liepaja’s industrial history. I hope that in a few years, this area will become one of the most powerful green industrial parks in Latvia.”

The Liepaja Industrial Park is being developed on the territory of the former “Liepajas Metalurgs” plant, for which a detailed local plan has been drawn up. The development covers approximately 120 hectares and includes construction of eight new public roads.

The project “Development of Infrastructure for the Liepaja Industrial Park – Phase 1” is being implemented with €10 million in funding from the Recovery and Resilience Facility, in line with the approved project plan. Based on procurement results, two construction projects will be carried out by “A-Land” company and one by “CTB” Ltd. The scope of work includes the construction of three street sections with engineering infrastructure (water supply, domestic sewage, stormwater drainage, and district heating networks). In parallel with road construction, electricity supply networks are being built by AS “Sadales tīkls”.

The development of the Liepaja Industrial Park is a joint effort by the Liepaja SEZ Authority and the Liepaja City Municipality. It is located within the former Liepajas Metalurgs” site, bordered by Brīvības, Meldru, Ezermalas, Parka, and Zemnieku Streets in Liepaja. The site adjoins Lake Liepaja, a specially protected Natura 2000 territory. According to the approved development strategy, the goal is to attract over €275 million in private investment and create at least 1,500 new jobs.
