Local planning to open the embankment of the City Canal to public

In order to address the opening of the currently closed city canal embankment to public and to create prerequisites for the development of balanced residential and public buildings, a local plan for the part of Jaunliepāja has been developed. From July 29 to September 6, 2024, the plan has been submitted for public consultation to receive opinions of the community and those of competent of institutions.

The planning area includes part of Jaunliepāja near the City Canal – a historic site of ​​10.77 hectares between the Tram Bridge and the Old Cemetery. The plan proposes solutions for the development of the territory into a new, diverse and sustainable public outdoor space with a promenade for pedestrians.

Currently, the said territory is being used for port operations despite that there are culturally and historically valuable buildings with a long history, which need to be preserved and used for cultural, leisure and tourism related activities, like residential buildings, cafes, hotels and other similar purposes. 

Gunārs Ansiņš, Mayor of Liepaja, is calling on the community to actively participate in debating on future development and vision of the embankment as it is expected to become an important public outdoor space.

"Cargo ships are getting bigger year by year and the City Canal has become too narrow and shallow to meet the current needs of port operations. Due to the aforementioned, the vessels are now being loaded and unloaded in other parts of the Port of Liepaja. Thus, it is a logical step to look for new ways of hoe to use the territory, which is so close to the city center" says Uldis Hmieļevskis, CEO of the Liepaja Special Economic Zone.

In order to provide an opportunity for the local community to get to know and evaluate the developed territorial planning amendments, two meetings will be organized:

on August 21 at 18.00 – in person, a walk through the territory (meeting place will be clarified);

on August 28 at 17.00 – online public consultation in the Zoom platform.
