Decisions of the Board of Liepaja Special Economic Zone on 15 July
On 15 July this year, the regular meeting of the Board of the Liepaja Special Economic Zone (Liepaja SEZ) was held. During the meeting, the Board approved the 2025 Annual Report of the Liepaja SEZ Authority and adopted decisions regarding the waiver of pre-emption rights, the conclusion of a new ship agency services agreement, and the award of several procurement contracts.
Approval of the 2025 Annual Report of the Liepaja SEZ Authority
The Board approved the 2025 Annual Report of the Liepaja Special Economic Zone Authority. During the reporting year, the Authority's turnover reached EUR 17.14 million, representing an increase of EUR 1.72 million compared to the previous year. The financial year closed with a profit of EUR 1.01 million. The largest share of the Authority's revenue was generated from port dues.
As a multifunctional port, the Port of Liepaja has maintained a stable cargo throughput of approximately 7 million tons annually over the past decade. This trend continued in 2025, with a total of 6.9 million tons of cargo handled, while domestic cargo accounted for more than 52% of total throughput. In the liquid bulk segment, the port successfully attracted new food-grade cargoes from Central Asia. Overall, the port handled 1,154 vessel calls and served 99,942 passengers.
Waiver of Pre-emption Rights
The Board decided not to exercise its pre-emption rights with respect to a warehouse building forming part of the property located at 103C Brīvības Street, Liepaja, within the territory of the Liepaja Special Economic Zone.
The transaction concerns the sale of the property by SIA "2 G projekts" to SIA "RĀDAL" for EUR 45,000.00, excluding the value added tax (VAT). Following an assessment of the property's relevance, it was concluded that it is not required for the performance of the functions of the Liepaja SEZ Authority.
Ship Agency Services Agreement
The Board considered and approved conclusion of a ship agency services agreement with Brenners Shipping Ltd. for the provision of ship agency services in the Port of Liepaja.
Following an evaluation of the submitted documentation, the Harbour Master's Service concluded that the company complies with the requirements governing the conclusion of ship agency agreements and is therefore eligible to commence providing ship agency services at the Port of Liepaja.
Lease of a Multi-purpose Vessel
The Board decided to conclude a contract with LVR Flote Ltd. for the lease of a multi-purpose vessel.
The vessel selected through the procurement procedure will be used for the maintenance of floating navigation aids and port infrastructure, icebreaking operations, and as a replacement pilot vessel when required.
Procurement of a Multibeam Echo Sounder System
The Board decided to conclude a contract with GeoStar Ltd. for the supply and installation of a multibeam echo sounder system for the needs of the Liepaja SEZ Authority.
The system procured under the contract will be installed on the Authority's survey vessel Pērkone and will be used to measure water depths within the port water areas, ensuring safe navigation of vessels. The contract value amounts to EUR 158,500.00, excluding the VAT.
