The Liepaja SEZ Authority Continues to Develop Infrastructure Needed by Fishermen at the Port of Liepaja
With the onset of construction-friendly weather conditions, the Liepaja SEZ Authority will begin construction of an access road to Berth No. 92 at the Port of Liepaja. The project is financed by the European Maritime, Fisheries and Aquaculture Fund under the Operational Program for the Development of Fisheries 2021–2027.
The project will be implemented for construction of a publicly accessible access road at the Port of Liepaja with a total length of 364 meters, including the installation of smart lighting and a rainwater drainage system. In accordance with the results of the public procurement procedure, the works will be carried out by SIA CTB, which submitted the most economically advantageous tender, with a total contract value of EUR 303,617.32. The project is planned to be implemented by 31 December 2026.
At present, access to Berth No. 92 at the Port of Liepaja is practically impossible, which prevents fishermen from using it to its full potential. The Liepaja SEZ Authority has concluded an agreement with the fish processing company Syfud regarding amendments to the lease agreement and has secured funding from the European Maritime, Fisheries and Aquaculture Fund to commence construction of the access road in spring, subject to suitable weather conditions.
SIA CTB will build publicly accessible infrastructure (road pavement, rainwater drainage network and lighting), ensuring a modern, safe and efficient transport connection between the city’s infrastructure and the Port of Liepaja, thereby promoting the development of fisheries and exports.
The aim of the project is to improve access to port berths at the Port of Liepaja, support the development of a sustainable “blue” economy, and foster the growth of fisheries and aquaculture communities. The access road is intended to provide access to the fish landing site and will be used by coastal fishermen, ensuring more convenient access to coastal facilities.

Project funding is provided by the European Maritime, Fisheries and Aquaculture Fund under the Operational Program for the Development of Fisheries 2021–2027, within measure U31421.2 “Strengthening the Development of Port Infrastructure”, sub-measure U31421.2.01 “Action 1”.
On 8 November 2024, the Liepaja SEZ Authority received Decision No. 10.9.2-11/24/3984-e from the Rural Support Service approving the project application No. 24-00-UL05-U31421.201-000003 “Construction of an Access Road to the Port of Liepaja”.
The project objective corresponds to Strategic Objective SM2 of the Development Plan of the Liepaja Special Economic Zone for 2023–2035, which aims to maintain and enhance the competitiveness of the Port of Liepaja, including the maintenance and development of port infrastructure to support fisheries enterprises.
The project also complies with the strategic objective M4 and action R1 “Strengthening the Development of Port Infrastructure” of the Liepaja District Partnership’s Community-Led Local Development Strategy for 2023–2027, contributing to the achievement of the objectives of the operational program.
