The execution of the project "Clean – up of the Historically Polluted Site at the Liepaja Port Karosta Canal, 1st Phase" was commenced on 20 December 2014, when an agreement was signed with the Ministry of Environmental Protection and Regional Development of the Republic of Latvia on the implementation of the EU Cohesion Fund project. The project was finalized on 30 December 2015.
In order to ensure the cleaning up of the historically polluted site at the Liepaja Port Karosta Canal and the improvement of the environmental quality of the Baltic Sea, the following environment rehabilitation activities were carried out within the project "Clean – up of the Historically Polluted Site at the Liepaja Port Karosta Canal, 1st Phase":
Pilot project objective – testing the anticipated methods of retrieving technogenic pollution in order to obtain a full understanding of the most appropriate cleaning up possiblities for the whole polluted territory of technogenic objects. Within the component, part of the Liepaja Karosta harbor basin was cleaned of technogenic pollution (area: ~10 ha), simultaneously determining the most appropriate technology for elimination of technogenic pollution. The works were carried out by the company "Jūras vējš" Ltd., which was awarded the contract in the tender organized by the Liepaja Special Economic Zone Authority. The works to be done within the component were finalized on 15 January 2015.
Project objective - freeing the Karosta Canal bed of small and large technogenic objects. Within the component, the Karosta Canal bed was cleaned from technogenic pollution, thus preparing it for a least disturbed retrieval of polluted sediment. The subsea construction site with the total area of 68 ha was divided into three sections, 21, 14 and 33 ha each, and a separate procurement was organized for each section. The works were carried out by the general partnership "GTL GT INSPEKT", which was awarded the contract in the tender organized by the Liepaja Special Economic Zone Authority. The works to be done within the component were finalized on 6 November 2015.
Pilot project objective – testing the anticipated methods of remediation works in order to obtain a full understanding of the most appropriate cleaning up possibilities for the whole polluted territory of polluted sediment. Within the component, part of the Liepaja Karosta harbor basin (area: ~12 ha) was cleaned of polluted sediment (amount: over 50 000 m3), by carrying out flocculating/dewatering works of the removed sediment, as well as a detailed analysis of the technological process, its influence and ecological aspects. The works were carried out by the association of persons "EKO OSTA RR", uniting the Latvian enterprises "Eko Osta" Ltd., "E Daugava" Ltd. and "Riga Rent" Ltd., which was awarded the contract in the tender organized by the Liepaja Special Economic Zone Authority. The works to be done within the component were finalized on 29 December 2015.
