The execution of the project "Reconstruction of Access Roads to the Port of Liepaja" was commenced on 15 December 2005 by making a decision on co-financing by the European Union Cohesion Fund. The project was finalized in 2010.

In order to ensure maximum efficiency from the land transportation infrastructure development in the port, the following transportation infrastructure development activities were carried out within the project "Reconstruction of Access Roads to the Port of Liepaja":

Component "Development of the Liepaja port railway infrastructure"

Within the component, construction of the Liepaja port railway Northern Park with three railways (total railway length: 2.15 km) and the construction of a connecting railway and the Western Park (total railway length: 240 km) was carried out. The works were carried out by the general partnership "BMGS - Trans celtnieks" uniting the Latvian companies "BMGS" JSC and "Transceltnieks" Ltd., which was awarded the contract in the tender organized by the Liepaja Special Economic Zone Authority. The works to be done within the component were finalized in 2008.

Component "Construction of the 2nd phase of the main port vehicle access road"

Within the component, the Liepaja port access road was connected with the motor road A9 by constructing a new 2.7 km long motor road section, out of which 2.1 km is a two-lane road and 0.6 km is a four lane road. The main port vehicle access road was designed by "E. Daniševska birojs" Ltd. The construction works were carried out by "Aizputes ceļinieks" Ltd., which was awarded the contract by submitting the most economically beneficial offer to the tender organized by the Ministry of Traffic of the Republic of Latvia. The works to be done within the component were finalized in 2010.

Component "Reconstruction of the swing bridge of the Karosta Canal"

Within the component, the O. Kalpaks swing bridge of Karosta was reconstructed. The bridge was restored to its original historical design and equipped with a new movement and control system. The works were carried out by "Rīgas tilti" Ltd., which was awarded the contract in the tender organized by the Ministry of Traffic of the Republic of Latvia. The works to be done within the component were finalized in 2009.
